Commander Shelley Caplan Executive Officer, Fleet Weather Center San Diego

Commander Caplan was born and raised in southern California. She attended Old Dominion University where she graduated with Bachelor of Science in Geology. Ensign Caplan received a commission through Officer Candidate School in 2000 and was later selected for lateral transfer to the Meteorology and Oceanography (METOC) Community.

Her first METOC assignment was the Naval Atlantic Meteorology and Oceanography Center in Norfolk, Virginia, where she served as the Regional Officer, Forecast Duty Officer, and Command Duty Officer. During this tour, she volunteered to support Operation Iraqi Freedom II by deploying aboard USS BAATAN (LHD 5) as the assistant METOC Officer. After this short deployment, she returned to Old Dominion University part-time where she earned a Certificate in Geographic Information Systems.

From 2005 to 2008, LT Caplan was assigned to the Naval Postgraduate School (NPS) in Monterey, California, where she earned a Masters of Science in Physical Oceanography and Meteorology and completed Naval War College JPME level I. Upon graduation, she volunteered for duty as the Chief Staff Officer and METOC Officer of Mine Countermeasures Division THREE ONE staff. During this tour, LT Caplan was highly involved in the stand-up of the Joint Command Task Force FIVE TWO and became the first METOC officer of the newly established MCM taskforce. She then transferred to Fleet Numerical Meteorology and Oceanography Center in Monterey, California, where she served as the Fleet Liaison and GIS Program Manager. From 2010 to 2012 she served as the METOC officer and Officer of the Deck aboard USS Ronald Reagan (CVN 76) and deployed in support of RIMPAC and Operation Tomodachi. From 2012 to 2015 she was assigned to Fleet Survey Team as Plans N5 and briefly XO where she earned a Masters of Science in Hydrography from the University of Southern Mississippi, and subsequently deployed to Greece, Guatemala, Grenada, and Saint Vincent and the Grenadines for cooperative hydrographic surveys. She was then assigned to Commander Naval Meteorology Oceanography Command, Stennis Space Center, Mississippi, from 2015 to 2018 where she served as Assistant Chief of Staff N1 and Future Plans N51. In early 2018, CDR Caplan completed Joint Forces Staff College JPME level II in Norfolk, VA. Most recently, she completed a tour at the Naval War College in Newport, RI, where she taught Joint Military Operations.

​Her personal awards include Navy Meritorious Service Medal, Navy Commendation Medal, Navy Achievement Medal, and other unit and service awards earned alongside her shipmates.
