A native of Bartlesville, Oklahoma, CDR Francis was commissioned in May, 2003 upon graduation from Texas A&M University with a B.S. in Economics with a Minor in Biology. She was designated a Surface Warfare Officer with an Ocean Option and reported to her first command in Mayport in June 2003.
At Sea, she served as the Auxiliaries Officer onboard the USS HUE CITY (CG 66) and deployed in support of Operation IRAQI FREEDOM; the Damage Control Assistant onboard the USS THE SULLIVANS (DDG 68); and the OA Division Officer onboard the USS THEODORE ROOSEVELT (CVN 71).
Ashore, she served as the N31 Assistant Operations Officer and N3 Deputy Operations Officer at Fleet Numerical Meteorology and Oceanography Center (FNMOC); the N3 Operations Officer at the Naval Oceanography Operations Command (NOOC); the Executive Officer at the Naval Oceanography Mine Warfare Center (NOMWC), and the Senior METOC Officer at INDO-PACIFIC COMMAND (INDOPACOM).
In between tours, she earned her M.S. in Meteorology and Physical Oceanography from the Naval Postgraduate School, where she was recognized for graduating With Distinction from the Naval War College’s Joint Professional Military Education Phase I program.
In command, CDR Francis is currently serving at Joint Typhoon Warning Center in Pearl
CDR Francis has also earned an MBA in Management & Economics from the Forbes School of Business at Ashford University. Awards include the Junior Shiphandler of the Year award for Carrier Strike Group 6 (2004), the Joint Meritorious Service Medal, the Navy Commendation Medal (6), the Navy Achievement Medal (3), and other unit, campaign and service awards. She is married to CWO4 Kyle Francis and has a 6-year-old son, Jacob.
