Captain David Wolynski

Capt. David Wolynski was raised in Cocoa, Fla., and graduated from the United States Naval Academy with a bachelor’s degree in political science. He earned a master’s degree in strategic intelligence with dual concentrations in terrorism and Middle Eastern studies from the National Intelligence University. He also attended the Naval War College and Joint Forces Staff College.
 
Upon commissioning as a surface warfare officer in 1997, he served as the ordnance officer aboard USS Laboon (DDG 58). He then served as the officer in charge of the USS Enterprise (CVN 65) Afloat Planning Systems Detachment (Tomahawk Strike Cell), conducting the Tomahawk cruise missile strikes that began Operation Enduring Freedom in October 2001.
 
After transferring to the naval intelligence community, Wolynski served as the Iraq analyst for U.S. Naval Forces Central Command/U.S. Fifth Fleet during the launch of Operation Iraqi Freedom in March 2003. He then served as the officer in charge of the Joint Intelligence Center (Forward) for U.S. Special Operations Command Central, Camp As-Sayliyah, Qatar, from 2005 to 2006. He was also the intelligence officer for Amphibious Squadron FIVE / Boxer Amphibious Ready Group embarked on USS Boxer (LHD 4) and the intelligence officer assigned to USS George Washington (CVN 73) while the ship was homeported in Yokosuka, Japan.
 
Wolynski’s shore duty assignments include serving as intelligence briefer for the Chief of Naval Operations and Secretary of the Navy; joint intelligence officer for the Joint Advanced Warfighting Program at the
Institute for Defense Analyses; senior military intelligence officer for China at the Office of Naval Intelligence; faculty member and chair, Defense Intelligence Department at the National Intelligence

University; and Director, SPECTRUM Information Warfare Division at the Nimitz Operational Intelligence Center.
 
Wolynski served as the assistant chief of staff (intelligence) and deputy director, Maritime Operations Center, for U.S. Second Fleet in Norfolk, Va., before reporting to NAVOCEANO as executive officer in August 2021. He took command of NAVOCEANO in May 2022.
 
Personal awards include the Legion of Merit, Defense Meritorious Service Medal, the Meritorious Service Medal and several other personal and service awards. During his afloat tour on USS George Washington (CVN 73), his Intelligence Department was recognized as the top in the Pacific Fleet with the awarding of U.S. Naval Air Forces’ Excellence in Intelligence and Information Warfare Award two consecutive years.
