Command Master Chief Jessica N. Mihailin

In October 2000, Master Chief reported to Naval Pacific Meteorology and Oceanography Detachment, Point Mugu, Calif. She detached in November 2003 and reported to AG-C1 school at Keesler Air Force Base, Biloxi, Miss. Upon graduation, she reported to the Naval Maritime Forecast Center/Joint Typhoon Forecast Center, Pearl Harbor, Hawaii in August 2004. She advanced to the Chief Petty Officer in 2007 and was a member of the inaugural Chief Petty Officer Academy, Class 001, aboard USS Missouri (BB 63).  In October 2007, she reported to Strike Group Oceanography Team (SGOT), Norfolk, Va., and was assigned to the USS THEODORE ROOSEVELT (CVN 71) detachment. She deployed to the Arabian Gulf in support of OPERATION ENDURING FREEDOM as the Oceanography and Atmospheric Division Leading Chief Petty Officer and qualified as an enlisted aviation warfare specialist and enlisted surface warfare specialist. Upon returning from deployment, she served as SGOT’s Leading Chief Petty Officer and earned her Information Warfare Specialist qualification.  She transferred to Fleet Weather Center, Norfolk, Va., in December 2010, where she served as the Leading Chief Petty Officer for the Training and Operations Departments. She advanced to Senior Chief Petty Officer in June 2011. 

In June 2014, she reported to the Fleet Survey Team, Stennis Space Center, Miss., as the Senior Enlisted Leader. In 2016, she was dual-hatted as the Senior Enlisted Leader at the Naval Oceanographic Office.  She promoted to Master Chief in August 2017 and assumed duties as the Command Master Chief of Naval Oceanography Operations Command, Stennis Space Center, Miss. In August 2021, she reported onboard Strike Group Oceanography Team, Norfolk, Va. and commissioned the command in October 2021. Shortly thereafter, Master Chief reported to Commander, Naval Meteorology and Oceanography Command as the Command Master Chief in February 2021.

Her personal awards include the Meritorious Service Medal (two awards), Navy and Marine Corps Commendation Medal (four awards), the Navy Marine Corps Achievement Medal (five awards), as well as various other campaign and unit awards.

Master Chief Mihailin is a graduate of the Senior Enlisted Academy (Class 180, Green) and the Command Master Chief/Chief of the Boat Course. She graduated from New York University in 2016 with a Master of Science in Professional Writing and from Johns Hopkins University in 2018 with a Master of Liberal Arts. She holds a bachelor’s degree in Historical and Political Science and English from Chaminade University of Honolulu.
