TOS Between FWC-Norfolk and FWC-San Diego Recently, the Fleet Weather Centers (FWCs) announced the publication of their joint FWIKI page. To those outside of the FWCs, it might seem like any other website that allows the two commands to see how the other operates; however, for those at the commands, they know that the website is actually being used to help ensure that both commands have similar processes and Standard Operating Procedures (SOPs). This is important because while the commands have their individual operations, they also provide backup support to each other in rare instances, known as a transfer of service (TOS). Aligning with the National Defense Strategy, a TOS provides “integrated deterrence – weaving together cutting-edge capabilities, operational concepts, and the comparative advantage of our interagency…to seamlessly dissuade aggression in any domain or theater.”
